She meant to remind Algu that Panch holds a position equal to God so he should never be biased. He should be just and fair.

   Panch is always impartial and unbiased and would not kill his conscience for the sake of friendship. Everybody is equal before him. The justice delivered by Panch would be considered as the justice delivered by God.
