No, Dogs are more abused.

Explanation:

In my opinion, I say Dogs, since dogs are more aggressive and many owners expect the dog to handle the abuse since they're bigger and have an attitude, but at the same time the dogs are expected to be obedient but when they aren't being the owners get disappointed and upset. The owners most likely have high blood sugar, or mental issues, anger issues etc.
