Should an inherently evil individual be given second chances? Should an individual who is evil by circumstance be given a second chance? Why or why not?

In my opinion, everyone deserves a second chance, If that person is willing to change their ways and is given the opportunity but as always for every wrong droing there should be a punishment I think they should also be monitored for a while and be cautious that doesn't mean you should treat them different keep it to yourself.
