Why would a politician have conceded an election before all the votes were counted?

A scandal may have forced public opinion against him/her, though unlikely, but there could also have been a deal made between the politicians making the vote no longer necessary. For instance, “I’ll concede (since I’m probably not going to win) if you agree to do these things in office” If the other politician agrees than the first would drop out even though the votes are not tallied.
