Which best describes the two main functions of us government

The two main functions of the government are national security and protecting civil liberties. National security is relatively simple, while civil liberties include anything that is included in the constitution, and anything that is not included but would generally be considered a civil liberty. That's why it keeps getting amended from time to time to fix this.
