Unable to govern themselves and protect their natural resources.  Some of heir people are making  wages but the government is not strong enough to collect the proper taxes. Sometimes this is due to corruption with in the Government. Others are just inept or do not have the resources needed and sometimes it is a little of both.

There are many worries and concerns for these countries. They have higher birth  rates, death rates, disease rates and all around poorer health conditions. They have more crime in every category.  Pollution in every area is higher, from water, air, inside air and ground pollution.
