For the purposes of development planning, the regionalization of the country is understood as a grouping of departments in order to accelerate economic and social development in a balanced way. The regions that have been determined are those shown in Table D.4.  The basic criterion used to determine a region is that it constitutes a geographic and socioeconomic unit that can produce self-sustained growth and not of exclusive dependence on the central core. In relation to all the aspects that can be considered, and in the need to use, at least at this stage, the political-administrative limits of the departments for the use of the available statistical information, the regions were individualized.
