The US, and the international community in general, should act and prevent/stop genocides like the one in Rwanda.

The United States, but also the rest of the more powerful countries, should always get involved, if they have the resources, to prevent or stop genocides. Now an intervention should only be considered if there are clear signs that something like that is about to happen or has started to happen, not otherwise. While interventions like this are often marked as interfering in the matters of other countries by some, it is not the case, because the main reason is humane, not political.

The intervention should be done by sending well equipped and experienced military troops and diplomats on the ground. The purpose of the military to be to create a buffer zone between the groups and not allow them to get in open conflict. The purpose of the diplomats to be to use diplomatic means to convince the leaders of the groups to make peace with each other and not allow their people to suffer. If needed, diplomats should go with threatening that they will take over control of the country if the leaders are not willing to sort out matters and to do so until order and peace are restored.
