What has been the unfortunate response of local government officials assigned to families affected by the construction of the three gorges dam?

In June 2008, China relocated millions and millions of people to different provinces, cities, and towns. Roughly 13 cities, 140 towns and 1350 villages either flooded or were partially flooded. By July 22, 2008, the evacuation and relocation of millions was complete. About 4 million people are said to be encouraged to move to the city of Chongqing by 2020. However the city claims that this is because of urbanization, and is not at all about the current dam situation.
