As a human resource is a valuable asset and this needs to be preserved hence the government tries to keep a check on the population growth rate and to address the solution to the problem as those countries that have low or poor population growth or have old and aging people the government needs to take more care of their citizens as compared to that of the young and agile population that is more dependent. As higher a high and aging population is not a good sign of the country's future progress and development as old and aged populations are weak and need support. Thus in order to improve the balance of the old and the new the government keeps a track through the census data and regulates the policies that favor its nation such as China that has abolished the one-child policy.

south africa, or rather all of africa, has not been in the location in which it is nowadays throughout the geological past. after the super-continent pangaea started to break apart, gondwanaland, in which was africa, moved further south, and parts of it came to be very close to the south pole. because the climate in this part of the world is very cold due to the very dispersed sun rays in there, what is now south africa, started to freeze, and the conditions were right for the formation of glaciers. the glaciers existed up until the period when gondwanaland started to break apart and what is now africa started to move towards north, sp it warmed up and the glaciers melted.
