Hotspot volcanoes are found on places where a tectonic plate passes over a hotspot. Hotspots, unlike the other types of volcanoes that appear on borderlines between tectonic plates, are not like that, but instead they are on the pretty much same spot from their beginning till the end. Even when a tectonic plate passes over them they manage to break through the crust and come out on the surface and continue their activity, and their shift in position is minor and is caused by the stretching of the crust diagonally over time as the plate moves.
