Amanufacturer makes a claim about its product in a tv commercial. which is the best way to tell whether the claim is genuine?

I would ask people who have tried the product that is being advertised.  These people have used the product and if they find it favorable, then there must some truth in the advertising of the product.   If you want to dig deeper maybe a good to find out is compare how many people use that product against those who uses the competitor’s product.
