Which goverment office can recall a dangerous product from the marketplace

I'm going to use the US government organization with such authority. The FDA or Food and Drug Administration has the power to recall food or drugs that pose a health risk to the population. This is usually the minimum upper power after the company, which will usually initiate so as to keep from litigation. 

I’m going to guess these are the choices: a) recreational skiing developed in the mid-19th century b) it was originally invented as a way of getting from place to place in snowy regions c) downhill skiing is currently the only common form of the sport d) it mostly evolved from snowshoeing- if that’s the cases then the answer would be c) downhill skiing is currently the only common form of the sport
