The answer should be:
It would require less force because of the larger distance between the elbow and the location where the force from the biceps acts.It would require less force because the torque for each newton of force from the biceps is greater.

Biceps lever is similar to a door. When you push a door near the handle, it will be much easier than pushing it near the hinge. In this case, the elbow is the hinge and biceps insertion is the push/pull location. 
Biceps lever mechanism will be more effective if it muscle insertion became further. The moment arm also increased so the torque is increased too.
