How did the cold war stall the progress of the un and the genocide convention

The progress stalled because the United States and the USSR both vetoed things that were important but on which they couldn't agree, so many questions were left unanswered and many problems unsolved for a long time because they didn't want to give each other what they wanted. In the end they mostly ended this kind of childish behavior and worked together.
