the northwest ordinance of 1787 governed the territory of what are now the states of ohio, indiana, illinois, michigan and wisconsin.  the northwest ordinance of 1787, as in all territory ordinances, was written in line with what was at that time federal law. it allowed indentured servitude, except it prohibited slavery in the territory. it established guidelines for admitting new states, and it encouraged public education. many of these ordinances were developed into the constitution when the territory became a state .
