The Act set a limit of up to 165,000 immigrants from outside the western hemisphere. This number was established after taking into reference the 2% of the total population of the US at the time.

In regards to the attack on Pearl Harbor on December 7th, 1941. This was the result of the efforts of the Empire of Japan to achieve naval supremacy in the Pacific Ocean.
