The Treat of Versailles was in effect a framework by the Allied powers of World War I, including UK, France and Russia to subdue Germany.

This was to be done by dismantling the country's economic and industrial might by asking Germany face monetary penalties as well as forcing Germany's army to not increase above a certain threshold. 

From the point of view of the Allies, they wanted Germany to pay for the costs of the war and make sure they the country is never able to attack the Allies again in the future.

However, the treaty itself played a major role in what happened next between 1920-1950s.
Germany felt the penalties on it were too strong. This is something all German people felt and what Hitler used to catapult himself to victory in Germany elections.

World War II was Germany's attempt to be respected again and become a global player like  Britain.

The treaty still keeps on having an impact on international politics. E.g German colonies in China were handed over to Japan. This started the increasing friction between China and Japan, that we still see today.

Overall, according to historical record, the Treat was not fair and was more of a 'punishment' for Germany, which only led to another war.
