Do you mean. "What does it mean to be a U.S. Citizen?"

Or do you mean. "This person claims to be born in the United States, certain territories (i.e. Guam, or Puerto Rico), or has been granted citizenship through a green-card, and is subject to the U.S. jurisdiction."

Or perhaps you're asking about what is it that makes you an United States Citizen? 

A person who has claimed to be a United States citizen cannot become an actual United States citizen.
