The authors of the constitution created a balance between federal and state governments and between large and small states by forming the "Great Compromise," which created two houses in the legislature. One (the House) that favored the larger states, and one (the Senate) that favored the smaller states. 

Use the formula: (n-2)×180, where n is the number of sides(18-2)×180= 28800, now this is the full exterior angle of 18-gon so you divide it by 18.28800÷18=160
