The bureaucracy was necessitated by the Warring States period and the wars between the seven major Chinese regional powers. The Qin dynasty was adhered to a philosophy called Legalism where the state was supreme and bureaucratic structures developed to carry out the will of the state.

the tariff was created to protect industry in the northern part of the united states. industries in the north were being driven out of business by imported goods that were priced at a low rate. the goal was to protect these industries   by taxing the goods.
