John locke thought that people were neither good nor bad innately. how did hobbes’s views differ from those of locke’s?

Hobbes believed that people must be carefully monitored by a stronger ruler who must be kept in place to prevent their potential for evil to arise.  Locke on the other hand believed in the better nature of people and they can handle themselves.
