Why would wilson's fourteen points be dropped behind enemy lines? to encourage surrender they were flyers to let the enemy know that an unconditional, immediate surrender was the only option. to encourage future treaty negotiations between the united states and germany they were actually a series of propaganda pamphlets for german citizens who were against the war.

Note it said "dropped behind enemy lines", meaning that Germany was still fighting. As you would know later, Wilson's 14 Points were not welcomed by their allies and most people back home, because it was too lenient on Germany for their war aggression (which was not true, because Germany actually did not want the war, instead, it was Austrio-Hungary).
