What did the earliest civilized groups accomplish?

The earliest civilized groups had to first secure their basic needs, like food and shelter; then settle in a proper area; the give themselves a government. These are all steps of the first civilizeg groups. In terms of food, agriculture is basic to civilizations. Later would come writing and a relatively complex arts.
