Government bureaucracy requires that local officials must request aid first. In addition, the local government must take actions through its local services, activate the Emergency Operations Center, coordinate actions with public and private organizations, regularly submit a report on the situation, activate all necessary segments of local government, activate all organizations with whom they signed an agreement on mutual assistance, activates a response  agreement with the State and Federal departments or agencies, proclaims a local emergency, uses local resources, etc.  

yes based on alexanders actions he deserved the title of "the great". his empire covered about 3,000 miles and he was able to establish the empire over a 13 year period of time. he was able to conquer many different places. he also defeated the persians. he conquered egypt and developed a city and named it after himself.
