Under the articles of the Confederation, the United States had a unicameral legislature, which means that there was only one chamber in Congress. As the states did not want to give much power to a central authority, the articles of the Confederation left the central government too weak to govern effectively. The articles of the Confederation did not provide a judicial system to the United States. Similarly, Congress did not have the power to enforce the laws. The articles of the Confederation were not easy to modify because this required the unanimous vote in each state to do so. As the United States grew from 13 to 50 states, the articles would have been impossible to modify.
