The 1628 Petition of Right was the result of an abuse of power of King Charles I. After King Charles' unpopular demands, the Parlament decided to create the Petition of Right to set some principles for the civil rights.

There where 4 principles mentioned in the petition regarding taxes, prison, soldiers and martial law. The first principle mention was; "No taxes could be levied without Parliament's consent". This principle was the result of the demand that the King made by taking the citizens money as a loan to the crown. According to King Charles I, he had the divine right, the power to overrule without the Parliaments concent.
