Was the civil war an unavoidable conflict over slavery, or was it caused by a failure of leadership?

The Civil War was unavoidable. One of the reasons the war started was slavery but, it was not a failure of leadership, and the slavery issue was not the focal point of the Civil War. It was because Congress was putting tariffs on the South that they could not afford, and the tariffs were helping more of the North than the South.
