Virginia has 13 electoral votes in total, which equal the number of senators and representatives in its Congressional delegation: 11 + 2 = 13. This number of votes is assigned, or allocated, by the United States Electoral College based on the Census that is conducted by the Census Bureau every ten years - the current allocations, based on the 2010 Census, have been valid for the 2012 and 2016 presidential elections, and they will also be valid for the 2020 elections. This Congressional Apportionment is addressed in the Constitution (Article I, Section 2).
