According to zinn, why did the government and pullman car company have to conspire in order to defeat the striking pullman workers?

Howard Zinn reflected on the events that occurred during the Pullman Railway Strike of 1894. Workers from the Pullman Railway Company sought to join the American Railway Union, as they saw themselves harshly affected by the wage cuts the company had put in effect. After hearing the workers' complaints, the Union decided to enter on a nationwide strike, which included the cease of use of any type of Pullman car.
