Political executives enjoy more power than permanent executive because-

The Ministers are elected by the people and thus empowered to exercise the will of the people on their behalf.

They are finally answerable to the people for all the consequences of their decisions thats why the minister takes all the final decisions.

The minister decides all the overall frame way and objectives in which decisions on policy should be made. The minister can take all the of the experts on all technical matters.

Very often experts hold different opinions depending on what the overall objective is the ministers decide.

The experts can tell the route but someone with a larger view decides the destination. In a democracy, elected ministers perform the role.
