There are two answers here:

A.There would be fewer hospital services, and research would decline.

C.There would be higher costs for patients, and research would stay the same.

There were would be no funding for new hospitals and this give people especially those of lower income a more difficult time when they need to get affordable hospital care.  Research at best would stay the same or decline at worse.
