Why did the continental congress have a difficult time finding the continental army

It was very difficult raising revenue from the individual states. Moreover, the Patriots had to prove themselves in battle before they received substantial support from the Europeans powers. Most of the major European powers such as French wanted to be certain the Patriots could effectively defeat the British.

In modern society, you could see that the government taxes citizens, they do this so that the economy could have money to use it on different things that will support the economy. Many of America's wealthiest landowners were actually willing  to help fund the Continental Army and the war, since they had so much wealth. They weren't against the war, they were for it. The reason why they were for the war was because they believed that Great Britain was trying to make America broke because of Great Britain's debt from the French and Indian war. Great Britain tried to make America pay for it, but they believed that it was wrong since America is now independent from Great Britain, and that was the reason for the war.
