Peru struggled with self sustainability and equality so I'm going to have to say that it would probably be increasing foreign investments

it was on the rise and doing very well and would continue to do well until the great depression from 1929-1939

the main reason that the constitution did not proclaim all men to be free and equal is because of the issue of slavery.
