To which activism was the school board referring to

If we’re talking history here it might be the Brown vs. Board of Education of Topeka where the court ruled that segregation in public schools was unconstitutional.  This was because of the inequality of facilities in Black schools compared to White schools.  This would pave the way to integration of schools in the U.S.
