This was not a reason for immigrants to settle near each other.

Explanation: It is seen that,immigrants are settled in a common area. There are many reasons behind this practice. Immigrant settling in the same area can response to each other in their need. They can also protest any discrimination against them. Moreover immigrants from  the same culture share the same area for living because of the cultural similarities and bond.

But there is nothing to do with the Organic Act of 1890 in settling of immigrants. The Oklahoma Organic Act also known as the Organic Act which was passed after the civil war. The law was enacted for the relocation of the Indian tribes and the natives. Five Indian tribes were settled in the Oklahoma Indian territory.
