Pressure from the civil rights groups led to the passage of Fair Employment Act, it is also known as Executive Order 8802. It was signed by President Franklin Roosevelt in 1941 and according to the provisions of the act Federal agencies could only sign contracts with the agencies that didn't discriminate among the people of different creed , colour and race.
