The missouri compromise formed the plan that:

a) there would not be any more states admitted into the union

b) south and north carolina would split into two and n. c. would be free while s. c. was would be a slave state

c) no more slaves would enter into missouri once it because a state and all slave would become free at age 25

d) missouri would be a slave state and all other territories above 36-30 line would be free free slave

Generally speaking, the provisions of the Missouri Compromise stated in part that "Missouri would be admitted into the Union as a slave state," whereas in other territories slavery would be banned.

both are true, the congress does have the power to create banks, even if this power is not specifically described in the constitution, since there is nothing restricting it and there is power given to the congress to make "all laws which shall be necessary and proper". maryland was not allowed to tax a branch of the national bank operating there, and the supreme court decided that no state could. both of these topics were discussed in a decision of the mcculloch v. maryland case in 1819.
