Abill is given a number read twice and sent to a standing committee. what does this describe

Is this about bills becoming laws in the UK? if its the UK then the committee stage in the house of commons is to check the bill line by line and the first changes are made. When it reaches the committee stage in the house of lords it is also to check and change the bill before it is moved on to the report stage.
