first difference has to do with human nature, second difference (which results from the first one) is the idea of organization of human society.

Explanation: Hobbes views human being as an agressive and selfish being whose aggressive and destructive instincts lead automatically to conflict, war ad destruction. In natural state human being is irrational and instinctive and dangerous. Locke, in contrast, views human nature as rational and noble and believes there is a natural respect to each other.
