Why weren't some middle- and upper-class people willing to give money to
charitable organizations?

The majority of rich and/or upper-class people always thought that the poor people were poor because they had issues of their own, and it was their own (poor people's) fault that they had less money than everyone else. Some upper-class people even thought the lower/working-class people deserved what they got, or what they didn't get, if that makes sense.
