“Enclosure” refers to merging or consolidation of land. Common land was collectively owned by more than one person in order to make it more productive. The British Enclosure Acts revoked the rights of local people to the land (was usually rocky land or marshes) they had been using prior for generations. As a compensation to this, they were offered land which was smaller and was of lesser quality.  

But "Enclosure" is considered one of the reasons of “Agricultural Revolution”. Enclosed land was under farmer's control and he was free to use better farming practices.
