How did the first continental congress unify the colonies? it was made up of members of parliament who were elected by each colony. it ratified a constitution that set up a new federal government for all colonists. it granted equal ruling powers to the royal governors of all 13 colonies. it included delegates from all but one colony, promoting cooperation among the colonies.
