Why did George Washington's continental army always have too few soldiers

There were funds problems to pay the soldiers for many years. The Second Continental Congress, the temporary government, had to get indebted seriously to finance the war and to print money. On the other side, the supply of soldiers was decided by the states, which could sometimes refuse calls for sending more troops for the sake of local defensive purposes. Before 1777 , men recruited had to serve only for one year; after a reform in 1778, men served 3 years or until the end of the war.
