Плутарх пишет о правлении Перикла: «Перикл объяснял народу, что он не обязан давать союзникам отчета в употреблении им денег, раз ведет войны для их защиты, сдерживает персов. Город достаточно снабжен необходимым для войны, поэтому излишек в денежных средствах следует употребить на постройки, которые после своего окончания доставят гражданам бессмертную славу, все ремесла придут в оживление; никто не будет сидеть сложа руки; почти весь город будет служить на жалованье и таким образом сам позаботится о своем благоустройстве и пропитании».
