Why did African American communities continue to suffer despite civil rights legislation?

I believe it was because of things like segregation and "separate but equal." Even after obtaining citizenship they were still discriminated against by most.

the noble might have thought that the system was far because they had lot of things and riches and the serf would have thought that the feudal system was un fair because of the way they were treated.
