After looking at the historical relationship between the United States and Native Americans, and after considering the efforts being taken

by the Obama administration to improve this relationship, think about what else needs to be done. Come up with a three step plan to

improve the relationship between the United States and Native Americans based on the issues they are facing due to the cutbacks of the

1980's and 1990's.
