The significance of popular soverneighty is that the people are in control of the government. They make the laws and decisions that a normal government would make. A well-known phrase associated with this that is the basic definition is, "Government of the people, by the people, for the people." The significance of limited government is that it is limited by the Constitution. This means that a government cannot do what it pleases; there are strict regulations, so even if a governing body is a higher power in legal terms, they are still under the law.
