For: All people—including those with preexisting medical conditions—should be covered by health insurance. Private insurance companies can only afford to cover people with preexisting medical conditions if healthy people are included in the insurance pool. But young, healthy people will not buy health insurance unless they are forced to because they think they are unlikely to get sick. Against: It is unfair to force people to buy something they don't want and don't believe they need. If people with preexisting medical conditions want health insurance, they should pay higher premiums just as higher risk individuals do for any other kind of insurance.
