due to the situation, there was no real way to solve this situation of unemployment/money problems which is why i say the answer is not (c). i would say (a) isnt the answer either because she decided to become a photographer in 1913, before the depression so the reason she was a photographer was not because she wanted to educate people on the depression. (b) seems to be the best choice to me. also she was a documentary photographer and photojournalist so her work is more of a way to inform people. she is not a muckraker either so she wasnt looking to make big reforms in society.
